Geen regenboognatie zonder revolutie?

Zuid-Afrika ... Dan denkt u aan de windmolens in de Karoo, de Big Five in het Kruger Park, het WK voetbal in 2010, de vuvuzela, de ‘Waka waka’ van Shakira en de ‘Pata pata’ van Makeba. Maar het land kent ook een lange geschiedenis waarbij het steevast zijn niet-blanke bevolking discrimineerde. In 1994 kwam daar officieel een einde aan en sprak Mandela bij zijn aantreding als president hoopvolle woorden: ‘We enter into a convenant that we shall build the society in which all South Africans, both Black and White, will be able to walk tall, without any fear in their hearts, assured of their inalienable right to human dignity – a rainbow nation at peace with itself and the world.’

Gelooft u het dan dat in die regenboognatie anno 2013, bijna 20 jaar na de afschaffing van apartheid, kleurling studenten geen café durven binnengaan waar enkel zwarten zitten? Dat wanneer u een Zuid-Afrikaanse stad binnenrijdt, u eerst een resem krottenwijken voorbijrijdt waarin u geen blank man ziet rondlopen? Dat vele blanke Kaapstatters nog nooit in de Cape Flats geweest zijn, slechts een half uurtje rijden van het centrum maar hoofdzakelijk bewoond door zijn kleurlingen en zwarten? Dat een zwart man pertinent stelt dat Mandela te zwak was in de strijd voor zijn zwarte medemens? Had u dat ook gedacht? Gelooft u dan ook dat Zuid-Afrikanen beweren dat bij de dood van Mandela een revolutie uitbreekt? Wij geloven dat en vermoeden dat ze gelijk kunnen hebben ...

De rassenwetten van Neurenberg in het nazistische Duitsland bepaalden wie tot het superieure Arische ras behoorde en wie een Jood, een Üntermensch, was. Het was de aanzet naar de afgrijselijke Holocaust tijdens de Tweede Wereldoorlog waarbij zes miljoen Joden vermoord werden. Diezelfde periode, ondanks hun verzet tegen het racistische nazi-regime, werden in de Verenigde Staten Afro-Amerikanen gediscrimineerd: zwarten kenden aparte zitplaatsen op de bus en in restaurants, aparte toiletten ... Lynchpartijen door radicale blanke genootschappen als de Ku Klux Klan waren er niet vreemd. Na deze gebeurtenissen zou u denken dat de bange blank man zijn lesje heeft geleerd. Helaas. Tijdens een debat in The House of Assembly in 1950 in Zuid-Afrika werd het volgende gezegd: ‘The White man is the master in South Africa, and the White man, from the very nature of his birth, [...] will remain master in South Africa to the end.’ Datzelfde jaar werd de Population Registration Act ingevoerd waarbij Zuid-Afrikanen ingedeeld werden in vier raciale groepen: blanken, Indiërs, kleurlingen en zwarten. Het betekende het begin van het racistische apartheidsregime. Meer dan 40 jaar lang waanden Zuid-Afrikaanse blanken zich superieur tegenover niet-blanken.

Divide et impera. Om niet-blanken uit de weg te gaan, werden binnen de Zuid-Afrikaanse steden voor elke bevolkingsgroep ‘aparte’ leefgebieden bepaald met eigen scholen, stranden, kerken en winkels. Deze group areas, fysiek gescheiden door grote buffers zoals spoorwegen en industrieterreinen werden vastgelegd op basis van wel zeer eenvoudige standaarden: ‘To the White man, the best, the most central, the most developed and convenient. To the non-Whites, the fringes, the marginal areas, the long tracks to work.’ In Kaapstad was daarom het centrum zelf een blanke group area, ingenesteld in de veilige baai aan de voet van de Tafelberg. Kleurlingen en zwarten werden verplicht te verhuizen en in het centrum enkel getolereerd als arbeidskrachten, zij het dan met het gebruik van ‘aparte’ treinstations en straten. De zogenaamde Cape Flats, de duinen rondom deze blanke gebieden waar de wind vrij spel heeft en overstromingen vandaag vaak grote problemen veroorzaken, werden het toneel van in snel tempo en met minimaal budget uit de grond gestampte townships voor de niet-blanke bevolking. Het resulteerde in een gefragmenteerde samenleving waarbij de zwaksten, de niet-blanken, het verst van het centrum en werkgelegenheid gedumpt werden. Ruimtelijke planning heeft dus een cruciale rol gespeeld bij de praktische verwezenlijking van apartheid. Tussen 1948 en 1994 heeft de blanke Zuid-Afrikaan het land verdeeld en beheerst in het nadeel van zijn niet-blanke bevolking.

Na 1994 werden nieuwe ruimtelijke ontwikkelingen in steden niet meer gestuurd door raciale criteria. De vrije markt nam de overhand. Jammer genoeg blijven de effecten van de raciale ruimtelijke planning uit het apartheidtijdperk wel doorwerken tot op vandaag. Jarenlange marginale economische ontwikkeling, armoede, criminaliteit, drugsproblematiek en lage scholingsgraad in niet-blanke gebieden weerhouden private ontwikkelaars ervan te investeren. Anno 2013 blijven blanken in de oorspronkelijk kwalitatieve blanke group areas wonen en hebben niet-blanken nog steeds niet de financiële mogelijkheden om te verhuizen. Ondanks de afschaffing van apartheid blijft rassensegregatie dus bestaan, zij het op een niet-raciale manier.

Als de berg niet tot Mohammed wil komen dan moet Mohammed naar de berg gaan. Het uitdenken van nieuwe ruimtelijke strategieën om investeerders aan te trekken in de historisch achtergestelde gebieden, is vandaag dan ook dé opgave voor Zuid-Afrikaanse ruimtelijke planners en tegelijkertijd het einddoel van deze scriptie. Enkel wannneer de investeringsonbalans terug een evenwicht kent, kan een einde gebracht worden aan de voortdurende segregatie.

De wijk Belhar, 760 ha groot met ongeveer 50.000 inwoners, gelegen in de Cape Flats en een ruimtelijke product van apartheid, werd hierbij als case gebruikt. Door middel van archiefonderzoek, observaties en gesprekken met inwoners, politici en planners werd het verhaal van de wijk en zijn ruimtelijke constellatie gereconstrueerd. Eigen onderzoek toonde aan dat wanneer inwoners zelf het heft in handen nemen en door middel van kleine ruimtelijke ingrepen de veiligheid en het aanblik van de wijk opkrikken, de eerste stap in de zoektocht naar investeerders gezet is. Het uitwerken van potentievolle projecten door het samenbrengen van de noden van inwoners en wensen van andere spelers, in het geval van Belhar de nabijgelegen universiteit, is in onze ogen de tweede stap.

Vooruit denken, durven re-imaginen en communicatie zijn dus de kernwoorden voor de nieuwe ruimtelijke strategieën. Eenvoudig toch, denkt u? Een machtige vrije markt en politieke spelletjes doen echter vermoeden dat een revolutie nodig is om alle neuzen in dezelfde richting te krijgen. Als de dood van Mandela deze revolutie in de hand kan werken, verwezenlijkt hij dan postuüm zijn droom?
