Islamofobie: een nieuw racisme?

De vooroordelen, de angst, de haat, de vijandigheid tegenover de islam en de moslims in de ‘westerse’ samenleving trekken steeds meer de aandacht van steeds meer mensen. Doch, er is tot op heden betrekkelijk weinig onderzoek gedaan naar het fenomeen dat sinds een decennium ‘islamofobie’ wordt genoemd. Het doel van mijn onderzoek is dan ook het formuleren van een inleidend theoretisch kader rond islamofobie, met als hoofdvraag: “Is islamofobie een nieuwe vorm van racisme?”. Om deze vraag te kunnen beantwoorden, moeten de concepten islamofobie en racisme eerst van naderbij worden bekeken. Een historisch overzicht van beide fenomenen en een kritische kijk op het gebruik van de termen leidt naar de conclusie dat racisme en islamofobie geen onbesproken concepten zijn. Er bestaan geen algemeen erkende en duidelijk afgelijnde definities van de concepten. Zelfs over de adequaatheid van de termen zelf bestaat er geen consensus.

De term islamofobie wordt door een heel aantal mensen en instellingen te licht bevonden voor het fenomeen van islamofobie. ‘Islamofobie’ zou bijvoorbeeld te veel op de passieve kant van het fenomeen duiden. Een ander argument duidt op het feit dat niet de islam, maar de moslims het slachtoffer zijn. De term zou daarenboven vaak gebruikt worden om meningen te controleren of te censureren. Het concept racisme heeft evenmin een duidelijke omschrijving. De concepten worden door sommigen niet langer gezien als efficiënte classificatiecategorieën omdat ze te gewoon zijn geworden. Racisme zou een te breed concept zijn geworden. Het biologische aspect van racisme – dat ‘officieel’ reeds decennia geleden uit de definitie werd geschrapt – vormt een ander problematisch gegeven alsook de uitbreiding van het concept racisme tot religieuze discriminatie.

Om deze (en andere) knelpunten weg te werken worden heel wat alternatieve termen voor het woord ‘islamofobie’ aangebracht. Ahmad Kamal Abul Magd bijvoorbeeld wil voornamelijk de passieve focus van de term islamofobie wegwerken. Om die reden wil hij de term islamofobie vervangen door de term “anti-islamisme”. Halliday stelt dan weer de term ‘anti-muslismism’ voor, gezien zijn overtuiging dat het niet gaat om de islam, maar om de moslims zelf.

Niettegenstaande de onduidelijkheid rond de definiëring van islamofobie en de betwisting van de term islamofobie op theoretisch vlak, wordt de term wel gehanteerd in de media, door politici, in publieke conversaties, etc. Om die reden wordt het fenomeen islamofobie in mijn onderzoek geplaatst in een aantal theorieën en trends, waarmee het fenomeen wordt geassocieerd, zoals de secularisatie in Europa, de mythen over de islam, de rol van de aanslagen van 11 september 2001, het gebrek aan kennis over de islam, de rol van politici, antisemitisme, etc.

Ondanks de onduidelijkheid van de concepten wordt er door een bepaalde stroming gesteld dat het erkennen van islamofobie als een vorm van racisme analoog aan het antisemitisme zou resulteren in het behandelen van de islam als een etnische religie in een westerse context. Dit zou het voordeel hebben dat er een officiële erkenning is van de racistische en xenofobische dimensie van islamofobie. Anderen vinden islamofobie een vorm van cultureel racisme, aangezien moslims geïdentificeerd worden in termen van hun niet-blank zijn, hun niet-Europese afkomst, hun cultuur.

De stroming die stelt dat islamofobie geen vorm van racisme is, vindt zijn argumenten in het feit dat religie in het algemeen in deze geseculariseerde maatschappij beschouwd wordt als een hindernis voor het samenleven in een westerse wereld. Anderen zien één duidelijk bezwaar, namelijk moslims zijn geen ras. Er is slechts één ras, het menselijk ras.

Op basis van de geselecteerde bronnen voor dit onderzoek is het onmogelijk om op de vraag ‘Is islamofobie een nieuwe vorm van racisme?’ een klaar en duidelijk antwoord te geven. Zolang er over de duidelijkheid en adequaatheid van definities en termen wordt gebakkeleid, bestaat het risico van het blindstaren op de theoretische uitwerking van islamofobie. Om het met de woorden van Tariq Ramadan te zeggen: ‘er moet niet hopeloos gezocht worden naar de correcte definitie van islamofobie; het fenomeen moet begrepen worden’. Het fenomeen islamofobie zou dus nog meer en beter moeten gekaderd en geplaatst worden in verschillende theorieën en bekeken worden vanuit verschillende invalshoeken, om het fenomeen beter te begrijpen, misschien te verklaren. Het ontkrachten van de mythen, fantasieën, essentialistische beelden van de islam en moslims zou, mijn inziens, op langere termijn productiever zijn dan een hopeloze theoretische strijd te voeren over het al dan niet adequaat en correct zijn van definities, betekenissen, termen, etc.
