“Europa en de doos van Pandora: Griekse tragedie of hoop op een gelukkiger bestaan?”
Er woedt een ware financiële crisis over Europa. Nadat Griekenland niet meer in staat bleek haar staatsschuld te beheren, brak er paniek los op de financiële markten en groeide het besef dat wanneer Griekenland ten onder zou gaan, de gehele eurozone ten val zou komen. Het lijkt wel alsof we de Griekse mythe herbeleven waarin Pandora haar doos opende en alle onheil de wereld (lees: Europa) werd ingestuurd. Maar, wat bracht die Griekse mythe ons nu ook alweer bij? Kon Pandora de hoop in het vat bewaren wanneer zij het deksel terugplaatste, en blijft hoop ons daarom altijd bij? Of is hoop juist, op die manier, het enige wat ons, mensen, onthouden werd?

De voorbije drieënhalf jaar eurocrisis werd de ondergang van de eenheidsmunt door heel wat commentatoren voorspeld. Finaal is het toch weer anders uitgedraaid. De staats- en regeringsleiders van de Europese Unie (EU) lijken er alles aan te doen om de eurocrisis te bestrijden en aldus de euro van de ondergang te behoeden. Daarbij zijn ongeziene reddingsoperaties tot stand gekomen om noodlijdende eurolanden bij te springen en hen van het faillissement te behoeden. Deze financiële bijstand is niet ingegeven door sympathie of liefde voor de zuiderse lidstaten, maar heeft alles te maken met welbegrepen eigenbelang[2]. Het betreft een breed gedragen analyse van Professor Hendrik Vos – tevens promotor van deze Masterproef –, die wijst op de hoge mate van verwevenheid tussen de lidstaten. De bewustwording hiervan verklaart de geboden hulp aan noodlijdende eurolanden; de ondergang van één van hen, zou de gehele eurozone immers in gevaar brengen.
Deze benadering wordt in dit werk benoemd als het ‘economisch rationalisme’. Deze kan gekaderd worden binnen de utilitaristische theorieën die verklaren dat wanneer nationale onderdanen de Unie gaan percipiëren als gunstig op nationaal en/of persoonlijk economisch vlak, dit een mogelijke verklaring biedt in het verlenen van publieke steun aan de Europese integratie[3]. De vraag is echter of dergelijk economisch rationeel discours, een solide basis verleent voor de levensvatbaarheid van een politiek project?
Sociaal psychologische theorieën leren ons het belang van dieperliggende waarden in politieke discours en de sociale consequenties hiervan[4]. Specifiek komt het erop neer dat de waarden die de huidige economisch rationele benadering incarneren (extrinsieke waarden als welvaart en rijkdom) psychologisch tegengesteld zijn aan de cluster van gemeenschapswaarden (zoals empathie en samenwerking). De EU kan met andere woorden niet het eigenbelang van haar afzonderlijke lidstaten en hun respectievelijke onderdanen benadrukken en simultaan gemeenschapszin stimuleren. En dat heeft consequenties voor de duurzaamheid van publieke steunverlening. Zodoende staat de EU vandaag voor een heel duidelijke keuze in de vormgeving van het Europa van morgen. In welk Europa willen we wakker worden? Welk Europa willen we achterlaten aan de volgende generaties?
De keuze voor het economisch rationalisme is alsmede de keuze voor het Europa van het verstand. Een Europa dat zich tevreden stelt met een integratie gestoeld op welbegrepen eigenbelang. Een Europa dat zich richt tot 27 verschillende nationale publieke opinies en deze achter zich tracht te krijgen op basis van rede. Een dergelijk Europa zal echter bezwaarlijk een Europees publiek kunnen boeien en zal tevergeefs op zoek blijven naar legitimiteit voor haar gemeenschappelijk politiek project. Een economisch rationele Unie zal nooit in staat zijn een dieperliggende solidariteitsgedachte op te wekken en kan niet claimen een ‘gemeenschap’ te zijn in de eigenlijke betekenis van het woord.
De Europese berekening kan echter plaatsmaken voor de Europese gemeenschapsgedachte. Europa kan meer uistralen dan het leed van een liefdeloos verstandshuwelijk[5]. De Europese integratie van morgen kan zich baseren op de warmte van de gemeenschapswaarden waaruit een door oorlogen verscheurd continent heropgebouwd werd. De euro kan meer zijn dan een jammerlijke noodzaak en als symbool van een groots politiek project fungeren – gelauwerd om de bevordering van broederschap onder naties.
Wanneer Europa voluit kiest voor de gemeenschapsgedachte, waarbij onderliggende waarden als solidariteit, samenwerking en empathie gecentraliseerd worden, kan ze haar leden tot zich en ten aanzien van elkaar binden.
Dit werk kan beschouwd worden als een boodschap van hoop in tijden van crisis. Het wenst een bijdrage te leveren in het aanreiken van alternatieven in een periode die neigt naar uitzichtloosheid. In crisistijd wordt inlevering onvermijdelijk, waardoor onze sociale relaties meer dan ooit van tel zijn. En als de relatie met de andere op empathische, solidaire wijze wordt ingevuld zullen we er in de eerste plaats zelf wel bij varen. Onderzoek maakte immers niet alleen hard dat het empathische, samenwerkende de mens evenzeer kenmerkt als het agressieve, rationele, maar ook dat we gelukkiger zijn wanneer dit eerste tot uiting komt[6]. De zorg voor zichzelf betekent dus ook de bezorgdheid over de sociale relaties met de andere; zelfzorg zet zich af tegen eigenbelang dat steeds extrinsiek wordt ingevuld en dus ten koste gaat van de Andere.
Eurocrisis ín het Europees Jaar van de burger; laten we samen de gelegenheid te baat nemen, voor een gelukkiger bestaan. Voor de andere, en daarom ook voor ons zelf. It’s about Europe, it’s about us.
